What we handle

Contracts, subcontracts and the funding behind them

For contractors, service businesses and organizations that want public-sector revenue without building a bid department.

Registrations & compliance
SAM.gov entity registration, UEI, NAICS and PSC selection, state portals like OhioBuys and BidNet Direct — completed, documented and kept current.
02
Opportunity pipeline
A tracked pipeline of bids that actually fit your business, with deadlines, requirements and go/no-go calls made together.
03
Capability statements & GC prequalification
A one-page capability statement plus a 15–25 general-contractor target list and outreach — the pipeline built for a data-and-design firm in 2025.
04
Bid preparation
Competitive, compliant bids for construction and service contracts, including net-revenue bid calculators so you know your margin before you submit.
05
Subcontracting & general contracting
We bring you onto contracts as a subcontractor to start winning work fast, or act as GC on your behalf coordinating the full scope.
06
Grant & funding packages
Agency-agnostic grant packages and concept papers — from an $800K digital-ecosystem package to a $1–10M USDA concept led with a university partner.
Impact

AG1 Growers: funding packages that put a farm network in the room with universities and agencies

For an Ohio agriculture network, Crossover authored a $800K grant package for a digital ecosystem and a $1–10M USDA concept package structured to be led with the University of Findlay — then coordinated the SAM.gov registration, NAICS strategy and a program-strategy consultant so the packages could move. Partners at the table have included Rhodes College, research and drone-application firms and a federal-contracting registration service.
  • Two complete funding packages written to be agency-agnostic and reusable
  • SAM.gov / NAICS / PSC strategy coordinated for the client entity
  • Pipeline flagged by a federal registration service as a promising GovCon candidate
  • Presented to business leaders and university partners alongside the client

Questions

Frequently asked

Q.Do we need to be certified to win government work?
Not for most work. A complete SAM.gov registration, the right NAICS codes and a capability statement get you into the game; certifications (small business, veteran-, minority-, women-owned) are pursued when they materially improve your odds.
Q.How long does SAM.gov registration take?
Usually a few weeks end to end once documents are in order — and registrations left incomplete get deleted, which is why I track every deadline.
Q.How do you charge for this?
It depends on the engagement: flat project fees for registrations and packages, or success-based arrangements for bid and referral pipelines. Terms are agreed in writing up front — no surprises.
Q.Can you subcontract us onto existing work?
Yes. Bringing you on as a subcontractor is often the fastest route to first revenue while your own pipeline matures.
Q.Do you write grants too?
Yes — concept papers and full packages, structured to be reused across agencies, and coordinated with university or research partners when a program requires it.
